November 2011 - Construction Begins in NCRA Phase 3
Sewer construction began in the third and final phase of the project the week of October 28th. Following the advertisement, bidding and review of bids process, the Board of County Commissioners awarded Phase 3 to the low bidder, S-2 Contractors, Inc. of Aurora, Oregon in August 2011. Phase 3 of the NCRA sanitary sewer project is funded through a Clean Water State Revolving Fund loan, administered by the Oregon Department of Environmental Quality.
The estimated schedule for Phase 3 is shown below. Construction includes installation of the main 8-inch sewer pipe in your street and the 4-inch service lateral(s) to your property line, which will be your point of connection to the public sewer. After the pipes are installed, the trench will be repaved and any additional road restoration or pavement overlay will be scheduled in spring 2012 as weather allows.

Public sewer service now available in portions of the North Clackamas Revitalization Area (NCRA) - Clackamas County Water Environment Services, on behalf of Clackamas County Service District No. 1 (CCSD #1), has completed the first and second phases of construction on the sanitary sewer collection system that will serve approximately 970 customers within the CCSD#1 service area of the North Clackamas Revitalization Area (NCRA). These properties are currently served by on-site wastewater disposal systems, such as septic systems and cesspools.
Property owners in the Phase 1 and 2 areas who are ready to connect to the public sewer system can take advantage of a sanitary sewer system development charge (SDC) credit, offered through a cooperative agreement between the Clackamas County Development Agency (CCDA) and CCSD #1. A limited sewer hook-up grant program is also available to those who qualify through a second cooperative agreement with Clackamas County Community Development, CCDA and CCSD #1.
Construction of Phase 3 of the NCRA sewer project is expected to begin in September 2011 and be completed by summer 2012. Property owners will receive a notice from CCSD#1 when service to their property is available.
