Kellogg Plant Assessment and Preliminary Design

The Kellogg Plant Assessment and Preliminary Designs include several work item:

1. An assessment of the capital equipment replacement needs and effluent quality upgrades needed to keep the plan running and in permit compliance until the new plant comes on-line in eight years.
2. An Assessment of the long term improvements needed if the Kellogg plant continues operation after
3. Preliminary pipe sizing and routing needed for both interim flow diversion to Tri-City and for long term connections to the new plant.
4. Biosolids consolidation study.
5. Program wide process facilitation.
6. Consultant Scope of Work
