Program/Service Notes:
Provides family support services, health equipment loan, in-home care, case management, guardianship, conservatorship, and advocacy assistance for Clackamas County residents who are 60 years and older as well as adults with disabilities.
GUARDIAN/CONSERVATOR PROGRAM:
Available to vulnerable persons 60 years and older who are incapable of making appropriate decisions about their well-being, and who have no family or friends willing or able to accept such responsibilities. The Senior Citizens Council will facilitate legal intervention and become the Guardian or Conservator for the elderly persons. If legal intervention is determined not to be necessary, the Senior Council staff develops alternative resources.
The Senior Citizens Council also has a Guardianship Diversion Program to help insure that all possible alternatives are explored before the step of Senior Council Guardianship is taken. This program offers client assessment, personal support and encouragement to clients and/or families, short term counseling, placement counseling, case monitoring, outreach, and community education about alternatives to guardianship and information/referral to community resources.
HEALTH EQUIPMENT LOAN PROGRAM:
Distributes pre owned, reusable health equipment to senior citizens and persons who are temporarily disabled. Medical equipment such as walkers, wheelchairs, commodes, and beds are available at affordable fixed fees, and distributed from two convenient storage sites in the county. Loan sites: Estacada and the main site is at Senior Citizens Council office.
This program also provides information, consultation, and referral on appropriate health equipment resources to meet clients' personal situations, including information on cost and availability.
Durable medical equipment donations accepted when space is available.
IN-HOME CARE PROGRAM:
Provide referrals for assistance with many household tasks including cleaning, meal preparation, bathing, and personal care. Offers an "In-Home Care Workbook" to help clients in the interviewing and hiring process.
Providers are interviewed and screened, references are called, and a criminal background check is completed before the provider is referred to the client. Working hours, duties, and the rate of pay are negotiated directly between the client and worker.

No referral fee for Medicaid and OPI clients. $35 referral fee for private pay clients with ability to pay. Wages paid directly by client to worker.
