Designed for professionals who work with highly stressed clients and/or work situations, this dynamic talk helps people understand the relationship between the brain, thinking and stress. Attendees will learn the chemistry and dynamics of "triggered" emotions and how to manage them. Using the latest research on high-function brain states, participants will learn how to shift their brain's process in the heat of the moment, including how to: improve their ability to think clearly under pressure, manage conflict productively, and shift themselves and others from being reactive to proactive when change occurs.

Pickin' a Fight – Tactics of Predator Interdiction
Robert Kemmet
In the space of a single generation, the child predator has robbed children of their freedom. In our "modern" society, we have been forced to lock our children away like criminals for fear of the abductor. This class presents the next logical step on the heels of improved reaction and alert systems: interdicting predators before they get victims. The session will focus on how to recognize predatory hunting patterns, develop the information, and then present possible investigative protocols to frustrate the hunting predator. All material presented in the class, including worksheets and forms, will be available to attendees to allow them to put tactics to immediate use upon return to their agencies.

Bruises and Broken Bones: When Should You Be Concerned About Child Abuse
Thomas Valvano
This session, presented by Dr. Valvano, Medical Director of the Suspected Child Abuse and Neglect Program at Doernbecher Children's Hospital, is a review of presentations of bruises and fractures that are concerning for abuse. A discussion of criteria for differentiating accidental from abusive injury patterns will be presented in addition to management and work-up of concerning injuries will also be discussed.

Selection, Engagement and Seduction of Children and Adults by Child Molesters
Cory Jewell-Jensen
Participants will examine (via video taped interviews with various types of sex offenders) some of the specific strategies used to target, seduce and exploit children and adults. Information was collected from approximately 1,400 sex offenders who were involved in long-term, court-mandated sex-offender treatment. Topics include offender descriptions of "grooming" tactics — i.e., how and why they target certain children, families, and youth serving agencies, how they seduce child victims and adult caretakers, and how they inhibit disclosure, detection and reporting. The speaker will also address the possible number of undetected offenders and sexual crimes occurring in our communities, "crossover" sexual-crime behavior, recidivism rates, treatment outcomes, and the increasing trend in sexually deviant behavior associated with the Internet.

Reducing Stress and Preventing Burnout

Robin Rose
Stress and burnout disproportionately affect people working in the human-services field. This workshop will help participants gain an understanding of how to self-assess their stress levels. Participants will learn to identify their specific stresses and worries and then assess which tools and strategies best resolve these and enhance their mental, emotional, physical and spiritual well-being. Attendees will walk away from this session with an expanded ability to relax, improve their health, work calmly amidst chaos, and renew their resilience.

Combating Technical Defenses
Josh Moulin and Justin Fitzsimmons
This session will teach prosecutors and investigators how to anticipate common defenses used in technology-facilitated crimes against children. Topics to be covered include: how to successfully interview a suspect to eliminate defenses; and how to prepare and combat defenses such as remote access, malware, pop-ups, fantasy, common-use computers, good Samaritan, impossibility, entrapment, vigilantes and the "virtual child" defense.

We live in a very litigious society — and it is no secret that police officers are often the subject of lawsuits. The instructor will identify the five areas in which police officers across the country are most likely to be successfully sued. Several cases will be examined where agencies and their officers were found civilly liable. Information will be provided on how you can protect yourself from personal and professional liability.

The Great Unraveling: An Oregon-Based Child Pornography Production Ring
Josh Findley
This case study examines what investigators initially thought was a "routine" child pornography search warrant that turned out to be anything but. Before the investigation was complete, agents arrested four custodial parents from three separate families, identified five minor victims — including a bedridden, handicapped child — and disabled an Internet-based child-pornography trading ring. Findley will examine the issues encountered with the suspects, who were a "typical" middle-class suburban married couple engaged in the production of child sexual abuse images. This case study highlights the challenges of the investigation when both spouses are the abusers, tracing images back to their origin, and the pitfalls associated with the prosecution of all of the involved individuals.

This computer lab teaches the new investigator the basics of Internet Relay Chat (IRC), focusing on the software set up to install and capture potential evidence. Students will be taught how to set up and implement the chat program MRIC.

Child Sex Trafficking (Part 1 of 2)
Chris Bray
This two-part presentation will provide attendees with a variety of tactics to assist with the detection, investigation and deterrence of minor sex trafficking. Sgt. Bray will discuss the scope of the problem, recruiting/control tactics used by the traffickers and interview techniques for victims/suspects. He will also cover techniques for tracking the victims/suspects post-arrest as well as "victim maintenance" — including an overview of specific issues encountered by investigators.

Assessment of Emotional Abuse in Children
Holly Bridenbaugh and Leila Keltner
Emotional abuse is an under-recognized but common form of child abuse. Professionals in the child-abuse field have difficulty defining, evaluating, and diagnosing emotional abuse. Even when emotional abuse is diagnosed, its intangible nature causes the child-protection team, therapists, and the criminal-justice system to question what response is most appropriate for the child and family. Emotional abuse frequently coexists with other types of abuse, but may also occur independent of physical and sexual abuse. Professionals must address the issue of emotional abuse, as its impact may persist long after the physical injuries of physical and sexual abuse have healed. Case reviews with videotaped interviews of victims of emotional abuse will be used to highlight the approach to assessment and diagnosis of emotional abuse.

What Sex Offenders Can Teach Us About Interviewing

This presentation will review several studies that examined sex-offender characteristics and the effectiveness of various interview styles on confession rates. Studies examined the impact of offender age, personality, offense history, and experience with the criminal-justice system as they relate to admissions. Studies also examined the impact of victim attributes, relationship between the victim and offender, specific sex acts performed, and the impact of investigator demeanor and interview style. Studies confirm previously suspected notions about the thoughts and concerns offenders have during police interviews, and the reasons offenders decline to be interviewed, confess, or lie. Offender quotes and video clips will be used to illustrate the various findings. The presentation also includes anecdotal comments from 121 adult male sex offenders, and 26 veteran child-abuse detectives from 10 law enforcement agencies in Oregon.

Play-Based Trauma Interventions for Sexual Abuse Treatment (Part 1 of 2)

This two-part session will emphasize play-based trauma interventions for clinical practice with school-aged children and adolescents who have experienced intrafamilial sexual abuse. A review of the clinical literature and recent empirical findings in the areas of childhood sexual abuse, trauma treatment, and play therapy will be conducted to provide the clinical and theoretical foundation from which play-based interventions will be explored. Following this groundwork, a prescriptive framework will be utilized to provide directive, play-based techniques and interventions to address common treatment needs of this population. Lecture, case examples, and experiential activities will be utilized to create a comprehensive learning experience. An emphasis will be placed on ensuring participants receive play-therapy interventions they can readily incorporate into their practice.

Forensic Interviewing: "I'm Not Credentialed: Now What?" Defending Your Non-Credentialed Forensic Interviewer at Trial
Justin Fitzsimmons and Robert Giles
The recent development of a Forensic Interview Credentialing program has caused concern among forensic interviewers and their supervisors regarding the potential impact in courtroom testimony. This presentation will detail how prosecutors and forensic interviewers can confront credentialing challenges by defense counsel. The education level, experience and credentialing of forensic interviewers are frequent topics of attack by defense attorneys at trial. The lectures will discuss creative ways to combat these challenges and demonstrate various methods for providing successful forensic interviewer testimony.

Utilizing an Expert Witness

This session will define why either the defense or prosecution might utilize an expert witness at trial. The instructor will identify who might be called upon and what identifies a person as an expert. The rules of evidence which may allow an expert's testimony will be examined, as well as examples of testimony that have been allowed in domestic-violence trials, and the outcomes will be offered.

Technology Facilitated Child Exploitation — An MDT Approach
Josh Moulin
This session is designed to provide law enforcement, DHS, and social workers with information about technology facilitated crimes. It will put a new spin on traditional child-abuse cases and show the nexus between contact offenders and child pornographers. The session specifically discusses the Jackson County TFCAC MDT protocol and how it can be applied elsewhere, how and when to show images of child pornography in a CAC interview, how to use a CAC interview in TFCAC cases, statistical information, and more.

Introduction to Social Networking Site Investigations (Part 1 of 2) (REPEAT)

This workshop will provide students with an overview of social-networking websites and how these websites can be useful to investigations. Students will also learn how to set up an investigative social-networking account to search for information. This workshop will teach participants how to effectively search social networking websites (predominately Facebook, MySpace, and Twitter) using Google Advanced Operators. This workshop will also cover techniques on capturing profiles for evidentiary purposes, as well as mapping tools for friend networks in both MySpace and Facebook. This workshop is designed for beginners.

This lab and lecture will address the collection of potential evidence from running devices at the scene of a search warrant or a Probation / Parole search using tools such as Field Search, osTriage and SPADA — a bootable, law-enforcement friendly Linux tool.

Diagnosis and Management of Failure to Thrive
Dan Leonhardt and Sarah Power
Dan Leonhardt and Sarah Power will discuss the recognition and management of failure to thrive in both the inpatient and outpatient settings. Medical and psychosocial factors that often contribute to failure to thrive will be reviewed, as well as the key elements of a thorough history, which is an invaluable tool in helping establish the etiology of failure to thrive and directing further care. Case presentations will be used to illustrate how children may present to medical and child-welfare professionals, and how each child and family benefits from an interdisciplinary approach to this pediatric problem.

Impact of Pornography on Society, Sex Offenders and Children

This presentation will review some of the concerns related to the increasing rate of sexual crimes, sexual disorders, and negative sexual health associated with Internet pornography. The presenter will review a number of studies that examine the pervasiveness of pornography on the Internet, the number of people affected, and the "slippery slope" of desensitization and conditioning that occur via exposure to sexually deviant porn and child abuse images. Ideas for community education and public policy are offered.

Neglect and Failure to Thrive
Robert Giles
This session deals with the alternative civil remedy of neglect and parental termination, and will explore the impact on children of neglect of their basic needs. Attendees will learn to investigate and prove various types of neglect cases — including failure to thrive, exposure of children to negative environments and influences, and failure to parent. Often, for a variety of reasons, criminal prosecution is not a viable option; however, the use and application of neglect and parental termination laws provide another method of protecting children who suffer abuse at the hands of their guardians.

Implementing a Lethality Assessment Program
Dottie Davis
Communities struggle with addressing high-risk domestic-violence offenders and the repeat calls for service with some victims and batterers. Through clinical research, a lethality assessment tool has been created for law-enforcement officers that permits them to identify victims who are at high risk for homicide and immediately connect them with advocacy services in the community. The instructor will explain the tool; how it is utilized and when; the time and cost associated with the tool; and the results of an agency having used the tool successfully for over two years. Obstacles for success will also be identified.

Obtaining Information from ISP and Cloud Storage Sites

The purpose of this lecture is to assist investigators who are seeking to identify an offender from content that transited the Internet. The content may reside on a website, in the body of or attached to an email, posted to a social-networking site, texted, streamed, sent via a file-sharing site or may even reside in the "cloud." No matter how the content transited the Internet, it used the same protocols. Understanding these protocols and what information to ask for from a service provider is the key to identifying your offender. This lecture will explain the differences between obtaining evidence such as subscriber information and transactional data stored in the cloud. The lecture will also cover how to share that data with other investigators as allowed by the ICAC Standards.
