The Housing Authority's staff of 50 is organized into these key areas: Administration; Finance and Accounting; Housing Services (including Housing Choice Voucher and Public Housing); and Facilities Maintenance.
Created in 1938, the Housing Authority of Clackamas was the first public housing authority in the state of Oregon. HACC also has the distinction of having developed Oregon's first public housing project in 1940.
Administration
The Executive Director, Trell Anderson, who is appointed by the Board, administers the day-to-day operations of the Authority.

HACC is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate entity, the Housing Authority falls under the administrative structure of Clackamas County government. Five members of the Board of Commissioners of Clackamas County and one resident commissioner serve as the Housing Authoritys Board of Commissioners. They are:

Development
The Development Department is committed to researching and facilitating the upgrade and expansion of HACCs housing portfolio to provide affordable housing to lower income residents that is energy efficient, accessible, financially stable, community-oriented, and supportive of resident achievement and long-term success.

Finance
With an annual budget of approximately $13 million, HACC owns and manages nearly 1,100 rental units and administers 1,493 HUD Vouchers. Housing authorities have no taxing power. Principal sources of income include rental income, fees, federal grants, and investment income. HACC reports regularly to the US Department of Housing and Urban Development (HUD).
For the Housing Choice Voucher, Low Rent Public Housing and Local Projects, the Finance and Accounting section:
- Performs monthly accounting;
- Provides grant administration; and
- Prepares annual budget and year end financial reporting

Housing Services
- Conducts interim and annual reviews regarding income and family composition;
- Inspects Voucher units for compliance with Housing Quality Standards;
- Enforces Public Housing lease provisions;
- Provides resident services and programs; and
- Establishes eligibility of potential clients.

Property Management
- Conducts and oversees the maintenance, repair and modernization of all HACC owned properties;
- Maintains safe and operational building structures, mechanical systems and grounds;
- Responsible for all leases and maintenance agreements relating to Local Projects;
- Oversees the leasing at all 5 Public Housing projects which totals 565 Public Housing Units
Capital Fund
The Housing Authority receives an annual grant of approximately $1.3 million from HUD. The majority of this grant is used to modernize our public housing units and to improve our management capability. Accessibility and accommodation improvements often receive priority. The fund is also used to enhance our social service programs and to provide funding for equipment, structures, and site improvements.

Where to Find Us
Take I-205 to exit 10 Park Place/Molalla exit; go south on Hwy 213. At the first signal light, turn left on Clackamas River Drive. Follow Clackamas River Drive about 2 blocks; turn right on Melinda Street. At the stop sign turn right on Apperson. Follow Apperson up the hill to Gain Street. At Gain, turn left (blue maintenance building at corner). Follow Gain Street for about a block; turn right at the main office entrance (across from the church).
