The Department of Employee Services (DES) is an internal service department which provides comprehensive and progressive employment practices in partnership with County departments. The mission of the Department of Employee Services is to provide creative Human Resources leadership and innovative management systems to the County’s businesses to meet their challenges in delivering today’s public programs and services.
The Department of Employee Services is composed of two divisions: the Personnel Division and the Risk and Benefits Division. The two divisions provide inter-related services and share the common mission of providing high quality public service.
Personnel Division
The division is responsible for six areas: recruitment and selection of employees; classification and compensation; employee and labor relations; employee training and development; the Human Resource Information System; and diversity.
Risk and Benefits Division
The division provides a complement of services which include casualty (liability), workers compensation and unemployment claims administration. We provide contract insurance requirements review, as well as loss prevention and control services. We self-insure the majority of our exposures and purchase insurance in those areas where the level of exposure warrants. The division also provides comprehensive services related to administration of the County’s employee benefits program covering both active and retire employees. Benefits are also provided and administered for other agencies including the Housing Authority, Fair Board, and Vector Control.
