Housing Rehabilitation Program
REHAB LOANS: The Housing Rehabilitation Program is currently assisting homeowners from a waiting list in the chronological order of their inquiry. We encourage you to fill out the online inquiry to see if you might qualify. If so, we will add your name to the waiting list.
HOME ACCESS GRANTS: If you have a physical disability, need help to improve the access and safety of your home and appear to qualify for the program, we will send out an application right away.
Clackamas County's Housing Rehabilitation Program provides low-income(see income limits) homeowners with loans for needed and critical home repairs. The program is ongoing. Loans currently available are listed below.
To participate in the Housing Rehabilitation Loan Program, a property owner must submit an application. Only low-income households may qualify for the program. For further information or to see if you may be eligible for assistance, complete the online loan inquiry or call 503-655-8591.

Loans available as of January 1, 2009
Exterior Repairs. Maximum loan: $15,000. Examples: Roof/Gutters, Paint, Weatherization, Windows/Doors, Foundation.
Single Purpose (health or safety item). Maximum loan: $15,000. Examples: Water/Well, Septic/Sewer, Heat.
Basic Loan Requirements
Home must be located in Clackamas County and must be in need of repair
- Applicant must own or be buying property and must be in title
- Owner must live in property
- Property taxes must be current
- Applicant must have sufficient equity
Deferred Payment Loan (DPL) terms
Low 3% interest deferred payment loans. No monthly payments.
Deferred as long as homeowner lives in home, or until sold, title transferred, refinance, or change of use.
Loans are secured by lien on property.
Home Access Grant
Low-income persons with physical disabilities may be eligible for a grant up to $3,000 to cover the cost of improving access and safety.
- Renters and property owners are eligible.
- All dwelling types are eligible including mobile homes and apartments.
Examples of eligible improvements: wheelchair ramps, handrails and widened doorways, kitchen or bathroom accessibility improvements such as raised toilets and grab bars.

Current annual gross income limits that apply to loans and grants are as follows:

Other Information
- Loans for complete repairs require that homes be brought up to HUD's Housing Quality Standards (HQS) and meet Clackamas County's minimum rehab standards.
- Loans for exterior repairs require that the exterior of homes be brought up to HUD's Housing Quality Standards (HQS) and Clackamas County's minimum rehab standards.
- Loans for a single purpose are limited to one health or safety item only.
- All work must be done by Oregon-licensed and bonded contractors.
- Manufactured homes in parks do not qualify.

The Community Development Division does not recommend or endorse specific contractors. However, the Housing Rehabilitation Program does maintain the following lists of qualified Oregon-licensed and bonded contractors for referral purposes:
