After reviewing the June, 2007 C4 retreat notes, the following focus areas were determined as a basis for a work plan/C4 meeting agenda items through January, 2008:

  1. Transportation
  2. Wastewater
  3. Infrastructure/land use
  4. Libraries
  5. Sustainability

These general focus areas were then incorporated into draft agendas for the upcoming C4 meetings:

There was some discussion regarding the specific activities and discussions that are necessary for each focus area.  These activities and discussions are listed below by topic:

Transportation

  • Regional Transportation Plan –update from Elissa Gertler on the status of the RTP process and how it applies to Clackamas County.
  • Review Transportation White Paper – (Martha Nix paper on current and future transportation issues impacting the county) and relate it to strategies from retreat. For example: public education campaign, coordinated funding strategy, transportation 101 training, etc.
  • Review Metro’s Planning/Measurement proposals and their funding consequences for Clackamas County – emerging centers vs. established centers.
  • Re-establish C4 transportation subcommittee with representatives and alternates.

Wastewater

  • Need to discuss the Siting Committee’s three proposed sites for a new wastewater treatment plant and related costs.
  • By November, there will likely be “governance” options we can discuss.

Land Use

  • Background and update on SB 1011 rulemaking, rural reserves – need to have a broader discussion about rural reserves and how we maintain our agricultural base.
  • C4 retreat suggestions include adding a rural city representative to MPAC and also engage hamlets and villages in this process. Also recommended staff support in the form of a technical committee comprised of planners and city managers.

Libraries

  • Finalize IGAs with cities in library district.
  • Need to discuss library service areas and funding formula; this should be in coordination with LNIB.
  • Assist with the preparation of resolutions stating intent to join a countywide library district.
  • If possible, individuals can assist (on their own time) with the countywide district campaign; including fundraising.

Sustainability

  • Discuss the County’s new Office of Sustainability and the resources available to cities.

Share information about various codes, regulations and models that promote sustainability. Need to discuss role of Sustainability task force in relation to Green Ribbon Task Force and County staff position for sharing and forwarding model regulations, strategies and codes.
