“Draft” Meeting Minutes

Attendees: Martha Schrader – Clackamas County, Carlotta Collette – Milwaukie, Linda Malone – Sandy, Hal Busch – Gladstone, John Hartsock – Boring Fire District, Dick Jones – OLWD, Rick Gruen – CCSWD, Bob Wise – Cogan Owens, Bob Austin - Estacada, Jim Wright – Damascus, Susan Ziloko - Clackamas County, Thelma Haggenmiller – citizen, William Wild – citizen, Rich Imholt – Vector Control, Doug Neeley – Oregon City, Charlotte Lehan – Wilsonville, Danielle Cowan – Wilsonville, Renate Mengelberg – Clackamas County, Paul Savas – OLSD, Barb Ledbury - Damascus

During introductions, attendees spoke briefly about sustainability items from their jurisdictions. At the beginning of the meeting a quorum was not present to approve the minutes. Later, enough voting members had arrived and the minutes of the February 1, 2007 meeting were adopted unanimously.
Green Ribbon Committee Presentation – Rick Gruen and Bob Wise
Presentation items included:

  • Explanation of the committee and that it was created for an economic development roadmap to include agriculture, natural resources and sustainability
  • The importance of keeping the viability of agriculture and natural resources
  • Values and value added growth
  • Products of agriculture and natural resources that are produced rurally and used in urban areas
  • Find ways to capture more value locally
  • Oregon Core Clusters – forestry/Ecosystems, Agriculture, Food Processing and Forest Products
  • Importance of Green Building / Development

Discussion items included:

  • We need to be thinking of the whole big picture
  • Measure 37 impacts and challenges (water for farms being impacted by development
  • Land supply for agriculture and forests
  • Tourism to natural areas – the Environmental Learning Center
  • Complete Community Congress in May is an opportunity for cities, CPOs, special districts to talk about these issue
  • Green ribbon would like to engage these communities
  • What are the costs for LEEDs certifications? (Bob Wise will find out)
  • Need to come up with a set of standards that become part of the permitting process
    It would be helpful if LEEDs certification buys you market bonus, improves your operating capitol, reduces operating costs over time.
  • Helping smaller tracts of Timber to receive certification (stewardship component – tree version of the old grain co-op concept)
  • Bio-fuels and bio-energy – should be developed because we have the raw material here
  • How does the county facilitate small communities – small cities might come together through IGAs MOUs etc.
  • Unless “green” is part of the code – only voluntary support of the principals will happen
  • League of Oregon Cities - might be a good discussion item in that venue
