Meeting Minutes

After introductions, the minutes of the November 2, 2006 meeting were adopted unanimously.

Introduction to CPO Discussion.  It was determined that this item will be deferred to the January 22nd C-4 Executive Committee meeting.  Discussion was:

  • Martha Schrader said that this should be revisited to discuss those CPO’s that are on the edge of the UGB and how that transition might happen.  How do groups work together?  She advised she would be discussing this with the members of the Board during Tuesday work sessions and would bring information back to the C-4 group.  She felt there are policy issues concerning those CPO’s that are on the edge of the UGB or cities.
  • Judie Hammerstad advised that Lake Oswego area has three joint CPO’s and Neighborhood organizations.
  • Dick Jones reminded the group that they have the largest CPO with 10% of the unincorporated area population.
  • Martha Schrader stated it would be important to pull in the unincorporated areas for dialog with cities.

 

Election of Member for JPACT.  General discussion included:

  • Alice Norris explained the process.  A member and an alternate should be selected with one vote per city within Metro.
  • Judie Hammerstad nominated Jim Bernard to fill the member position.  Alice Norris provided a second.  Jim made a short comment to the group prior to the vote.  Jim Bernard was elected JPACT member by a unanimous vote of 9.
  • Dee Westcott nominated Randy Shannon to fill the alternate position and Judie Hammerstad nominated Donna Jordan.  Both Randy and Donna made short comments to the group.  Randy Shannon received three votes and Donna Jordan received six votes and she was elected as the alternate JPACT member.

Election of Members for the C-4 Executive Committee.  Discussion included:

  • Does the group wish to maintain the current Executive Committee?
  • Martha Schrader wants to maintain county support for the group.
  • Alice Norris advised she is willing to give up her position on this committee as she has other commitments and nominated Carlotta Collette of Milwaukie to take her position.
  • Carlotta Collette agreed to accept the nomination to take Alice’s position.
  • Bob Austin advised the group that he had a discussion with Linda Malone of Sandy regarding the possibility of taking Bob’s position on the Executive Committee.
  • The motion to maintain the existing Executive Committee was amended to reflect Alice Norris stepping down and Carlotta Collette taking that position and was seconded by Judy Hammerstad.  Carlotta was elected unanimously.

Subcommittee Report Outs.  Some items of discussion included:

  • Carlotta Collette – Sustainability, advised:
  • She will send out information regarding US mayors agreement – model codes
  • Suggested someone be brought in from the County’s Green Ribbon Committee (either Rick Gruen or Bob Wise).
  • Judy Hammerstad spoke about the activities of the Lake Oswego Sustainability group.
  • John Hartsock provided handouts – Clackamas County “Issue Paper Natural Resource Center and Economic Development Roadmap” and “Ordinance No. 07-1137”, Metro Code

Transportation Subcommittee will be meeting on Thursday, January 18th.

  • Lynn Peterson invited Jim Bernard and Donna Jordan to attend a JPACT update work session on Tuesday, January 16th.
  • Brian Newman of Metro advised the group that the first week of February there would be an announcement about projects and that Clackamas County projects had fairly high ranking.
  • Land Use Subcommittee
  • Jack Hoffman and Doug McClain are ready to go on the Road Show and to bring issues and questions back to C-4.
  • Lynn Peterson spoke about the need for good communication.
  • Brian Newman advised the UGB will be updated in December 2010 and hopes that C-4 will take the lead in presenting items of consensus to Metro council
  • Lynn Peterson stated that CPO’s would be most affected by changes and stated it was important who and how we engage them.
  • Alice Norris suggested the Land Use Subcommittee meet again prior to the Road Show.  She reminded those present to review who will be attending any or all of the subcommittees and of the importance of reengaging these committees.
  • John Hartsock suggested a pre-MPAC meeting needed to be set.
  • Bob Austin stated for the Road Show that for cities outside of Metro it is important to present information to their councils.
  • John Hartsock advised that Title IV information sign off by Happy Valley, Damascus, North Clackamas School District and the County is being voted on at the next MPAC meeting.

Plan a Legislative Day

  • Bob Austin reminded the group that previous legislative priorities were handed out at the last C-4 meeting.  He suggested that information be reviewed, updated, discussed at the next Executive Committee meeting and then bring the information back for group review at the next meeting.

The meeting was adjourned at 8:10 p.m.
