Meeting Minutes

After introductions, the minutes of the September 7, 2006 meeting were adopted unanimously.

Land Use Subcommittee Discussion & Taking a New Look to Our Communities of Interest – Jack Hoffman and Doug McClain

Jack Hoffman provided Land Use Subcommittee information. Some items of discussion were:

  • Metro council is taking a new look at the region and they are examining different ways of doing planning to look at how we grow
  • A handout was provided to attendees – New Look at Regional Choices: Integrated Policy Framework. It listed six principles
    • Focus Fiscal Resources and Taxation tools to Stimulate Development in Centers, Corridors and Employment Areas
    • Coordinate Growth With Neighboring Communities
    • Base UGB Expansion Decisions on Urban Performance
    • Designate and Plan Urban Reserves
    • Designate Areas That Shall Not Be Urbanized
    • Prioritize and Invest in Transportation Improvements that Support Efficient Development and Strengthen the Economy

Other Questions and Comments were:

  • It will be vital to work with different groups and to provide the information to each jurisdiction
  • Use a “Road Show” format to explain the process and issues and get feed back from the councils in order to bring that information forward to Metro
  • Have a special C-4 meeting on these topics
  • The information should provide your officials with something to discuss at the table – their position on the issues
  • The impetus for the New Look is that Metro is looking at a UGB RTP that is a statutory obligation and is required by the end of 2007
  • We need to come together as a county with a more powerful voice to talk to the Legislature
  • Does the county have a good handle on what we want to protect
  • Jack and Doug were looking for a “head nod” from the group to develop a presentation and schedule visits to the various jurisdictions and then to come back to the main group
  • They received their “head nod” and the group suggested that the presentation should be uniform for each jurisdiction
  • There was discussion of providing the presentation first to cities that are on the edge of the UGB
  • Satellite cities (i.e., Canby and Molalla) and unincorporated areas should be brought in for support of the “whole county landscape”
  • We don’t have a lot of time to develop a strategy
  • County should be contacting the CPO’s in order to develop a county response. Include the CPO’s in the city presentations
  • Put the subject on the next C-4 Executive Committee Agenda
  • Special Districts – what can they really do?
  • The impact of Measure 37 on sewers, water, transportation and schools
  • Measure 37 planning has not been factored into the process and should be modeled and that information, including costs and “what if questions”, fed into the RTP
  • Dates should be finalized for the “Road Shows”

Legislative Priorities - Bob Austin

Bob provided the group with a handout “2005 Legislative Priorities for Clackamas County Coordinating Committee.” Discussion included:

  • He asked the group to review the handout and each person to pick their top three
  • Spend time at the next meeting discussing these priorities
  • Look for commonality
  • Redevelopment is not on the existing list
  • Sewer funding – Lynn Peterson asked for someone to check with Metro regarding state funding. Alice volunteered to check
  • Revenue – a discussion item was fees and what some other counties might have. Martha asked that Doug McClain put together a white paper that would illustrate tri-county fees
  • School funding options for construction programs
  • SDC’s and Urban Renewal and their effects
  • Annexations – a draft report might be out

City Hall Day 2006 - Bob Austin

Bob advised the group that Estacada held a City Hall Day and it good response from folks who attended. He said this would be a topic of discussion at the next C-4 Executive Committee Meeting.

For the next C-4 General Meeting:

  • Vote on members for JPACT and MPAC

The three subcommittees met during the last half hour of the meeting.
