Meeting Minutes

Attendees:  Randy Ealy – Estacada, John Hartsock – Boring Fire District, Dick Jones - OLWD; Dee Wescott – Damascus, Paul Savas – OLSD, Bob Austin – Estacada, Jerry Foy – citizen, Teresa Blackwell – Canby, Alice Norris – Oregon City, Craig Roberts – Clackamas County, Paul Couey – Metro, Norm King – West Linn, Danielle Cowan – Wilsonville, Larry Sowa – Clackamas County, BJ Smith – Clackamas County, Jon Mantay – Clackamas County

Because there was no quorum, the minutes of the May 4, 2006 meeting could not be adopted.

Sheriff’s Blue Ribbon Report
Sheriff Craig Roberts gave the group a presentation summarizing the findings of his Blue Ribbon Committee.  Some major issues of concern: 

  • Sheriff Department Staffing Shortages
    • Numbers of officers required to adequately staff the existing jail facility
    • Plans to meet approved staffing goals
  • Meth Epidemic
    • Drugs impact entire communities
    • Creation of a county wide Drug Task Force that teams with cities, state, and federal agencies
  • Jail Beds
    • Explained the make up of the Blue Ribbon Committee
    • Jail designs and related efficiencies

The Sheriff asked for the group’s support in addressing some of these issues and getting the word out to each community to support a November Levy.  Group members suggested that he should take opportunities to get out and meet the public with his story to gain support of the levy for the November election.

Library Subcommittee Report
Jon Mantay advised the group that a report would be forthcoming from the subcommittee

Timothy Lake Discussion
Bob Austin advised the group that some summer retreat discussion points might be:

  • Commonalities
  • Strategic Planning
  • Growth
  • Water Availability


He said the C-4 Executive Committee would meet one more time to set the agenda for Timothy Lake.
 
Metro Overview and Why You Should Care
Robin McArthur, Metro was unable to attend but Paul Couey, Metro discussed:

  • Advised that he would be inviting the C-4 members to attend a Mayors’ Chair Forum on June 23rd
  • Revisit ideas about the Urban Reserve Boundaries
  • Centers for development
  • RTP Update transportation projects of high priority
  • Metro working with local jurisdictions for input and support

The group suggested that Special Districts should have involvement in Metro planning activities (i.e., water, sewer.)

Reminders

  • The next Cities Dinner is in Gladstone on June 22nd
  • The normally scheduled July C-4 Meeting will be replaced by the Timothy Lake Retreat on July 13th and 14th
  • Members are reminded to complete their Timothy Lake registration forms and route them to Cheryl Cornelison  via mail
