After introductions, the minutes of the April 13, 2006 meeting were adopted unanimously.
Library Sub-Committee
Bob Austin, Estacada, began a short discussion of the sub-committee. Sub-Committee members are: Doug Schmitz, Larry Patterson, Scott Lazenby, and Jonathan Mantay. Other discussion items included:
- The sub-committee to view the whole package and funding that would fit everyone’s needs
- A broad picture
- Looking for the sub-committee to make recommendations on how to move forward
C-4 Administrative Support
John Hartsock, Boring Fire, provided the group with a Staffing Concept handout. Discussion included:
- The needed support is beyond clerical services; it is dedicated staffing to help the group achieve its goals
- Should be a topic of discussion at the Timothy Lake Retreat

Timothy Lake
Bob Austin discussed:
- Facilitator possibilities from the routed email
- Retreat dates – Thursday, July 13th and Friday, July 14th
- One item for discussion will be a commonalities listing from the Cities Dinners
Legislative Updates
BJ Smith – Director of Clackamas County Public & Government Relations and David Barenberg – Legislative Director, League of Oregon Cities provided a power point presentation and handouts. Items discussed:
- House and Senate bills that were passed
- Issues “In Play:” – Unfinished work of the 73rd Legislature
- A close look at some of the Initiatives that have significance – eminent domain issues, campaign finance, term limits, open primaries, taxpayers bill of rights, health care
- A short description of some of the failed bills – public safety collective bargaining bills, prevailing wage, urban renewal, telecommunications to include PEG access and local franchise fees, water rights, 911 renewal (tax expires in 2008)
- BJ reminded all – when communicating with Congress, do not send letters as they all go to Ohio for testing prior to delivery to Washington D.C. – send faxes instead
BJ and David’s presentation will be provided as a separate email attachment.
John Hartsock informed the group that Happy Valley and Damascus will each get their own zip code.
Linda Malone recommended the following book to the group.
